Flashing under terracotta barrel tile has to be done by lifting the tiles, stepping and counter-flashing the metal against the underlayment, and relaying the tiles. It is slow and it is skilled.
What happens instead, constantly, is that tile gets bedded in mortar over the top of the joint. It looks finished and it sheds water for a year or two. Then the mortar cracks, and because the water is now getting in under the tile rather than over it, the damage is hidden until it appears inside.
On a stucco chimney
Counter-flashing must be let into a cut reglet and the render made good over it. Caulking metal to the face of stucco is not a detail and it will not last a Florida summer.
Telling flashing from other leaks
Flashing leaks appear with wind-driven rain and often stop in ordinary showers. A cracked crown leaks in any rain. A corroded chase cover leaks continuously but shows as staining rather than dripping.

My fireplace smokes into the room. What is wrong?
Several possible causes, and they need different work. A blocked cap or arrestor, a damper not opening fully, a smoke chamber that was never parged, a flue too small for the fireplace opening, or a chimney too short relative to the roof around it. A house sealed tight enough to run under negative pressure will also pull air down the flue. An inspection separates them; guessing does not.
Should the chimney be repaired or rebuilt?
It depends how far the damage goes. If a key scrapes mortar out but the brick is intact, that is repointing. Once brick faces have flaked through, a brick can be rocked by hand, or the stack leans, repointing has nothing sound to bond to and a rebuild is the honest answer. Most rebuilds stop at the roofline, because that is the section taking weather from every side.

Can flashing just be sealed?
As a stopgap, yes. As the repair, no — and in Florida sun and rain, sealant fails fast.
How long should flashing last?
